Bhopal/Gwalior May 4, 2026.  Chief minister Dr Mohan Yadav on Monday laid the foundation stone of proposed Galav University in village Bela on the outskirts of Gwalior. He highlighted the growing emphasis on expanding higher education institutions rooted in India’s cultural and intellectual traditions. Addressing the gathering, Chief Minister Dr. Mohan Yadav underlined the role of educational institutions in preserving civilisational values while preparing students for contemporary academic and professional challenges. Dr. Yadav said the state government is encouraging the development of universities and institutions that not only promote academic excellence but also remain connected with India’s historical and cultural heritage. Referring to proposed universities named after Rishi Galav and other tribal icons such as Tatya Tope University in Guna, Rani AwantiBai Lodi in Sagar, and Tantyamam University in Khargoan etc, he said such initiatives aim to recognise contributions of national figures while strengthening regional educational infrastructure. The Chief Minister also emphasised the importance of collaboration between the government and private educational institutions in expanding access to quality education. He assured continued support for initiatives that contribute to research, skill development, innovation, and value-based learning.

Recalling the contribution of renowned educationist Sadashiv Ganesh Gokhale, founder of the Madhya Bharat Shiksha Samiti, Dr. Yadav said his vision continues to inspire generations through a lifelong commitment to education and social development. He noted that on July 21, 1941, during the challenging years of British rule, Gokhale laid the foundation of the institution with the objective of spreading education at a time when opportunities were limited. What began with a single school has today expanded into a broad educational network comprising four colleges, five schools, and a sports academy. The growth of the institution, he said, reflects the enduring value of dedicated educational leadership and the transformative role of academic institutions in nation-building and social progress. The remarkable journey reflects not only institutional growth but also the vision, sacrifice, and dedication of its founder, whose contribution towards educational awakening remains deeply revered, he added.

At the same time, Dr. Yadav sought to project administrative seriousness by announcing the revival of Annual Convocations in state universities and the upgrading of all 55 Colleges of Excellence, positioning the government’s higher education agenda as both symbolic and structural in nature. Dr. Yadav noted that the government would extend all possible support to Galav University, which is expected to become operational by the next Gudi Padwa festival. Prominent among those present were Akhil Bharatiya Karyakarini Sadasya Suresh Soni, Prant Sanghchalak Madhyabharat Ashok Pandey, Madhya Kshetra Kshetriya Karyakarini Sadasya Yashwant Indapurkar, Madhya Bharat Shiksha Samiti chairman Rajendra Bandil, Education Minister Inder Singh Parmar, Minister Tulsi Silawat, and several other dignitaries.

With the foundation stone laid on Monday and a target set to complete the project within a year, Gwalior is poised to emerge as a major higher education hub in Madhya Pradesh, with Galav University expected to add a strong cultural and ideological dimension to the region’s expanding academic landscape. Promoted by the Madhya Bharat Shiksha Samiti, the university is being developed on a 55 bigha campus at Village Bela along Shivpuri Link Road. According to information the total project cost is estimated at Rs 110 crore, of which Rs 30 crore will be spent in the first phase. This scale-up reflects a more ambitious blueprint, one that includes modern academic blocks, research centers, residential facilities, and integrated sports infrastructure. Earlier speaking to Swadesh, Samiti chairman Prof. Rajendra Bandil said the expansion of educational institutions is driven by a vision that places Character Building at the forefront of career development. He emphasized that the initiative aims to nurture well-rounded individuals equipped with values alongside professional competence. Highlighting future plans, he noted that the institution has set a target to accommodate around 5,000 students across diverse streams of learning, ensuring broader access to quality education while fostering holistic growth among the youth. 

Once operational, the university will stand as the sixth major institution in Gwalior, further reinforcing a fast-evolving academic landscape anchored by Jiwaji University and a steadily rising number of private universities. This growing concentration of institutions is more than just a numerical expansion—it signals the emergence of a cohesive education cluster. Experts believe such clustering creates a powerful knowledge ecosystem where universities complement rather than compete with each other. It enables the sharing of academic resources, encourages interdisciplinary research, and attracts high-quality faculty and students from across the country. Over time, this ecosystem can draw increased research funding, foster innovation-driven startups, and build strong partnerships with industry, ultimately positioning Gwalior as a preferred destination for higher education and knowledge-led growth in central India.

With improved connectivity and relatively lower living costs compared to metro cities, the city is increasingly becoming attractive to students from Madhya Pradesh, Uttar Pradesh, Rajasthan, and beyond. The addition of Rishi Galav University is expected to accelerate this momentum. Experts suggest that such institutions not only increase enrollment capacity but also diversify academic offerings, allowing specialization in emerging fields such as data science, management, environmental studies, and skill-based vocational programs.
