Expectations from the Union Budget for Urban Development, Real Estate, and the Capital City of Bhopal

The Economic Survey has clearly indicated that the next phase of India’s growth will be driven by cities. With rising population, employment concentration, and demand for urban services, the pressure on cities will intensify in the coming years. Therefore, the Union Budget must now move beyond mere coverage and focus on urban functionality, housing supply, redevelopment, and the financial strength of urban local bodies.

Key Signals from the Economic Survey:
    •    Home ownership in India is increasingly linked to formal finance, with individual housing loans crossing ₹37 lakh crore by March two thousand twenty-five.
    •    The government’s work in affordable housing is visible, with over 12.06 million homes sanctioned under PMAY–Urban.
    •    The Survey highlights that India will require massive urban infrastructure investment over the next fifteen years, with the emphasis shifting from simple expansion to system quality and reliability.

Direct Expectations for Bhopal from the Union Budget:

The foremost expectation of CREDAI Bhopal is that the announced Urban Challenge Fund should be operationalised in a practical, outcome-oriented manner in this Budget. Given the unique responsibilities and pressures of a capital city, CREDAI strongly advocates for a dedicated Capital Redevelopment Package for Bhopal within this framework.

As the state capital, Bhopal carries a higher administrative and institutional burden, yet urban redevelopment in the city has remained delayed for decades. A differentiated approach for Bhopal is therefore both justified and necessary.

The second key expectation is that the Knowledge and AI City, recently announced by the State Government, should receive central support and be aligned with India’s national AI mission. Strategically located at the geographic heart of the country and within a mineral-rich state, Bhopal has the potential to emerge as a major hub for logistics and the National Critical Minerals Mission, provided the right policy and budgetary support is extended.

Why a Special Capital Redevelopment Package for Bhopal Is Essential:

Bhopal is a centrally located and naturally gifted capital city. However, since the industrial tragedy of nineteen eighty-four, the city has endured prolonged stagnation, institutional stress, and loss of economic opportunity. Bhopal now requires more than isolated projects it needs a comprehensive redevelopment package.

Such a package must integrate urban redevelopment, robust trunk infrastructure, optimal use of public land, and sustainable revenue mechanisms for urban local bodies. Creating a dedicated window for Bhopal within the Urban Challenge Fund would be a practical and effective step in this direction.
